As Iloilo continues to strengthen its position as one of the country’s most dynamic economic hubs, the local business community stands at a defining moment—guided by collaboration, innovation, and sustainable growth.
At the forefront of this movement is the Philippine Chamber of Commerce and Industry–Iloilo Chapter (PCCI Iloilo)under the leadership of its outgoing president, Engr. Fulbert C. Woo, whose four-year term has been defined by steady vision, measurable impact, and a deep sense of service to the business sector.
Recently, Engr. Woo was featured in the latest issue of Watts More Volume 4: Putting All the Pieces Together—a sustainability-themed publication by MORE Electric and Power Corporation (MORE Power). The issue highlights Primelectric’s initiatives in energy reliability, community partnership, and environmental stewardship. In his feature interview, Engr. Woo shared how PCCI Iloilo’s mission aligns with these goals, emphasizing the shared responsibility of powering growth while protecting the future.

Four Years of Impact
For Engr. Woo, leadership meant consistent delivery and concrete results. “We have completed around 15 key programs that directly address the needs of our city’s entrepreneurs,” he shared. These include capacity-building initiatives, startup mentoring, and trade fairs that continue to open doors for micro, small, and medium enterprises (MSMEs).
He also underscored the Chamber’s commitment to cultural and community development through projects such as Parol sa Diversion, an annual initiative that celebrates Ilonggo creativity while supporting social programs and strengthening business-community ties.
“At the heart of it all are our MSMEs,” Woo noted. “They make up the highest percentage of businesses in Iloilo. We have to take care of them and ensure they remain an integral part of the ecosystem.”
Power and Progress: The Role of Reliable Energy
Reflecting on his own business experience in oxygen manufacturing, Engr. Woo highlighted how energy stability directly influences productivity and investor confidence.
“Before, we had many problems with unstable electricity. During the pandemic, power reliability became a huge concern,” he shared. “Thanks to MORE Power, we’ve seen consistent and sustainable support for businesses. When you talk about investment, the first question is always: is there reliable power? Without it, nothing moves.”
He emphasized that power reliability is not only an operational issue but a foundation for competitiveness. “With reliable power, MSMEs thrive. Stability builds confidence and drives growth,” he added.Sustainability, Collaboration, and Shared Growth
Looking ahead, Engr. Woo envisions Iloilo’s business community defined by innovation and sustainability. “We must keep innovating regardless of challenges. That is how we sustain growth,” he said.
He also stressed that collaboration remains central to Iloilo’s success. “You can now feel the synergy between government, industry, and academe. This ecosystem of trust makes Iloilo a strong investment hub,” he noted.
Aligned with Iloilo’s vision of becoming a green and smart city, PCCI Iloilo continues to support initiatives promoting renewable energy, responsible business practices, and the integration of sustainability in economic planning.
A Legacy of Service and Stewardship
As his term concludes, Engr. Woo leaves a message that encapsulates his leadership philosophy—progress anchored in purpose and service.
“Always put Iloilo first. Build businesses not just for profit, but to serve people and solve problems. Service to humanity will always be the best work of life,” he shared.
Under his leadership, PCCI Iloilo has achieved national recognition as a back-to-back winner of the Most Outstanding Local Chamber of Commerce and Industry in the Philippines (2023 and 2024), strengthening its role as a key driver of inclusive growth in Western Visayas.
With visionary leadership and steadfast partners like MORE Power, Iloilo is well on its way to an innovative, sustainable, and empowered future—one powered not only by energy, but by purpose.
“Iloilo’s future depends on the strength of its small businesses. When we empower MSMEs with the right support, reliable power, and an enabling environment, we don’t just grow enterprises—we build communities and transform lives.”
